Reservations & Relaxations :
•Following vacancies of Temporary Employees (Artisan) are reserved for different categories after adjustment on the roster :

*45 Vacancies are earmarked for wards of deceased employees of Bhopal Unit.
•The above numbers of vacancies are tentative and may vary on review. In that eventuality, the number of vacancies reserved for various categories may also undergo revision.
•As reservation for Ex-Servicemen and Physically Challenged persons is on horizontal basis, the vacancies will filled and adjusted in the appropriate category viz., (UR/OBC/SC/ST).
•Relaxation of 5 years for candidates belonging to Scheduled Castes (SC) and Scheduled Tribes (ST) and 3 years for Other Backward Classes (non creamy layer) is permissible.
•An additional relaxation of 10 years in upper age limit for Physically challenged Candidates is admissible i.e., relaxation in Upper age limit will be 10 years for General, 13 years for Other Backward Class and 15 years for Scheduled Caste/Scheduled Tribe candidates.
•Ex. Servicemen will be given age relaxation as per the extant Govt. rules.
•A relaxation of 5 years in upper age limit is also admissible to candidates who were ordinarily domiciled in the state of Jammu and Kashmir during the period from 01/01/1980 to 31/12/1989.
•Relaxation in upper age limit is permissible corresponding to the years of experience subject to a maximum of 84 months to the candidates having relevant Post Qualification/NAC experience of working directly or through contractor in a public sector or private sector organisation engaged in Manufacturing/Designing of Heavy Electrical Engineering equipment like Hydro/Steam Turbine, Electrical Motors, Traction Motors, Transformer/Capacitor Bushings, Switchgear/Rectifiers, Heat Condensors. This age relaxation is available to candidates having aforesaid experience of at least 50 months of continuous or intermittent service for availing 84 months of relaxation and on pro- rata basis for less than 84 months of relaxation.

Preference for Best Apprentice/Runner-up Apprentice of All India Apprentices Competition :
The candidates who were selected as BEST APPRENTICE OR RUNNER-UP APPRENTICE in the All India Apprentices Competition conducted by Directorate General of Employment & Training Ministry of Labour & Employment in the Trade Apprenticeship NEED NOT appear for written test. They will be directly called for Interview subject to fulfilling of other terms and conditions & eligibility criteria. Best Apprentice will be inducted as Artisan Grd IV/Draughtsman Grd IV with 2 increments and Runner-up Apprentice will be inducted as Artisan Grd IV/Draughtsman Grd IV in the pay scale of Rs. 11700-23000.
Age limit:
•The cutoff date for calculating the upper age limit & experience if applicable will be 01/11/2010.
•The candidates in all the categories should not be less than 18 years of age.
•The upper age limit will be 27 years for all candidates as on the cutoff date.
Selection Process:
•The selection process comprises of Objective Type Written Test and Personal Interview to be held at Bhopal, for which they may download call letters from the website http://www.bhelbhopal.com/careers/index.html. No separate intimation will be sent to the candidates by post.
•Eligible candidates will be invited for written test at their own expense.
•The Question Booklet will be available in Hindi and English. Based on merit and requirement, the short listed Candidates will be required to appear for personal interview.
•On the basis of Written Test, candidates will be short listed for the interview in the ratio of 1:3 to the number of vacancies.
•For the purpose of application of the above criteria, initially, all UR candidates, along with such reserved category candidates, who do not avail age relaxation/ marks relaxation, will be grouped together and then arranged in descending order of the marks obtained in the Written Test and only the required number according to the above mentioned ratio for UR, starting from the top will be called for the interview. In case of tie at cut-off marks, all the candidates scoring cutoff marks will be called for interview.
•All reserved category candidates who are initially considered in the UR category and who do not make it to interview level, then shall be regrouped with their respective categories for further consideration and candidates will be called for interview in the prescribed ratio. It means these candidates will then be considered as reserved category candidates.
•Later on, at the time of final selection, the same method will be followed for all those reserved category candidates considered so far under unreserved category.
•All eligible Ex-Servicemen candidates who possess the pass certificate of NTC and NAC (% of marks not mandatory) in the relevant trade from Armed Forces will be called for written test.
Emoluments and other benefits:
•Selected candidates will initially be taken as Temporary Employees for a period of one year. During this period they will be paid daily wages as per notification of the State Government from time to time for the initial six months and consolidated wages for the subsequent six months. Currently the average wages for skilled workers on daily rated basis are Rs. 4420/-p.m. approx and consolidated wages are Rs. 5500 p.m. In addition, they will be entitled to Leave, Contributory Provident Fund (PF), Gratuity, Free medical benefits for self and dependent family members as per Company rules and will also be eligible for subsidized company accommodation, if available.
•On successful completion of this one year period, they will be absorbed in the regular establishment as Artisan Gr. IV/Draughtsman Gr. IV at the minimum of the scale of pay of Rs. 11700-23000/- with applicable allowances such as Dearness Allowance, Perks at 46% of basic pay, House Rent Allowance etc as per rules. The absorption in regular establishment will be based on review of their performance/behaviour/suitability to remain in the services of the Organisation as assessed by the committee constituted for this purpose.
Health Standards:
• Appointment to the post will be subject to being found medically fit by the
Authorized Medical Authority in BHEL. The appointment of the selected candidates will be subject to meeting the health standards prescribed by the Company.
• The candidates are advised in their own interest that they should get them- selves thoroughly examined by a competent medical officer before applying against the advertisement.
•The definition of various disabilities for reservation in the matter of vacancies for Physically Challenged candidates under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995 are as under:
•Hearing Impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies. Blindness refers to a condition where a person suffers from blindness or low vision.
•Only such persons would be eligible for reservation who suffers from not less than 40% of relevant disability.
•The Physically Challenged candidates are required to furnish duly stamped Medical Certificate in relation to their disability from Government Hospital or Medical Board attached to Special Employment Exchange for the handicapped.
Processing Fees:
Before the submission of online application form, a processing fees of Rs 125/- is to be deposited by the candidate. This fee is to be paid by depositing an amount of Rs 125/- in the BHEL Bhopal - Power Jyoti Account No. 30855948540 in favour of M/s Bharat Heavy Electricals Limited, Bhopal at any State Bank of India branch through a challan available at our website only. After depositing the fees the candidate should ensure that bank has allotted a Journal number (Host Trace no.) on the copy of the challan. This number is to be necessarily entered by the candidate while filling the online application form. Candidates are required to keep a copy of this challan with them and also send a copy of this Challan to BHEL along with the Acknowledgement slip at the time of applying. This Non refundable Processing fees (Rs. 125/-) is payable by Gen and OBC candidates. However SC, ST and Physically challenged candidates are exempted from paying the Processing/Examination fees.

•Applications sent directly by post without the acknowledgement slip, generated after online submission of application form, or without all enclosures as indicated will be rejected. Incomplete application forms will not be entertained in this regard.
•The web-site will remain open for submission of applications till midnight of 04/12/2010.

General Instructions/Conditions:
1) The candidates should ensure while applying that they fulfill the eligibility criteria and other requirements and that the particulars furnished by them during online application and the documents produced in support of application and are correct in all respects.
2)In case it is detected at any stage of recruitment & selection process that the candidate does not fulfill the eligibility criteria and/or does not comply with other requirements and/or he/she has furnished any incorrect/false information or has suppressed any material fact(s), his/her candidature is liable to be rejected. If any of the above shortcomings is/are detected, even after appointment, his/her services are liable for suitable actions including termination and prosecution.
3)SC, ST, OBC, Physically Challenged, J&K domiciled candidates and Ex- Servicemen should carefully fill up the respective columns, since these details will not be allowed to be changed later. In this case the supporting documents submitted along with the acknowledgement slip will be treated as final.
4)In case candidates are desirous of changing any detail in their application form, they may submit a fresh application with the necessary correction. The acknowledgement slip for this fresh application may then be sent to the address mentioned along with required documents again.
5)Candidates who are presently employed in Central/ State Govt. / PSU/ Autonomous Bodies, should apply through Proper channel or produce a “No Objection Certificate“ at the time of Interview from their Employer otherwise they will not be Interviewed and no TA will be admissible.
6)Applicants should produce the required Certificates in original in proof of Caste, Qualification, Experience etc, as mentioned under the guidelines at the time of interview failing which their candidatures are liable to be rejected and they will not be allowed to attend the interview.
7)Candidates will have to appear for the written test at their own expenses.
However, candidates attending the interview will be paid second class to and fro rail fare from the postal address to Bhopal by the shortest route on production of proof of journey.
8)Candidates who have left a PSU after availing Voluntary Retirement (VR), if selected, will be required to return the VR compensation received to the PSU concerned.
9)BHEL does not take responsibility of attaching the documents or application fee sent separately after the dispatch of the original application form.
10)Any legal proceedings in respect of any matter of claim or dispute arising out of this advertisement and/ or an application in response thereto can be instituted only in Bhopal and Courts/ Tribunals/ Forums at Bhopal only shall have sole and exclusive jurisdiction to try any such cause/ dispute.
11)Candidates are bound by the existing rules and regulations made for the purposes of selection and to be made in future by BHEL as and when warranted.
12)Selected candidates can be posted to any of the Units/ Divisions/ Project Sites etc. of BHEL depending upon the requirement of the organization.
13)The Company reserves the right to reject any application without assigning any reason whatsoever.
14)BHEL reserves the right to reschedule the test date, venue, etc., depending upon the circumstances and the candidates are bound by the same.
